Vehicle Full Test Process

Guidance for Applicants – Vehicle Full Test Process from 1 March 2024

Regardless of which garage is used, applicants must start the online application process for all vehicle applications

  • Only approved garages may be used to conduct the Compliance and MOT test (Full Test) and contact details for the approved garages are published on the Sandwell Council web pages. 
  • It is up to the applicant to book their garage test and to pay the garage for the test.  Sandwell Taxi Licensing Team will not get involved in any disputes regarding the MOT/Compliance Test payments/appointments – this will be dealt with by the garage.
  • If you wish to continue using the Council Garage at Waterfall Lane, at section 8, please click “no” and you will be directed to their online booking system where you can select and pay for your appointment.  Fleet Services will send you an email confirming the date and time of your appointment.
  • The garage conducting the test will supply a copy of the test certificate immediately after the test directly to the applicant which confirms that both the MOT and the vehicle compliance test have been passed or failed.  In the event that the vehicle fails any part of the test, reasons for the failure will be given.  The compliance/Full Test certificate must be uploaded into the application form NOT THE MOT CERTIFICATE.
  • Please note that the taxi licensing staff do not have access to any garage appointment information, and they are unable to book, check or change an appointment for you.
  • To upload the pass certificate for any garage, the applicant must log into their application/ account, and upload the PASS CERTIFICATE at Section 8 of the application and then complete their application uploading all other forms that may be required and then make payment and press the submit button.  Please note -The taxi licensing team do not receive your application to process until you press submit and pay.
  • Applicants will receive an email to confirm that the application has been received and that it will be checked by the Licensing Team within 2 working days of receipt. 
  • Once the application has been checked by a Licensing Officer, applicants will either receive an email to tell them that the application needs their attention as something is missing or if approved, they will receive an email with a link to book an office appointment to collect their licence and plates. If you wish to change your appointment, this should be done via your online account.  Remember to bring original documents with you to your appointment as failure do so may delay the issue of your plates to another day.
