Don’t HMOs have to be licensed?

At present only larger HMOs of 5 or more people in 2 or more households require licensing by law. Find out more about HMOs. However, when the Additional Licensing scheme is introduced, this will mean that even smaller HMO's (with 3 or more unrelated people) will need a licence.
