The main reception at Sandwell Council House, Oldbury, will be closed from 1pm on Tuesday 21 May due to Annual Council. The reception will re-open as normal at 9am on Wednesday 22 May. Access council services online →

Sandwell Hoarding Framework

It’s widely estimated that between 2% - 5% of the population may have symptoms of a hoarding disorder. A hoarding disorder is where someone acquires an excessive number of items and stores them in a chaotic manner. It's considered to be a significant problem if: the amount of clutter interferes with everyday living and the clutter is causing significant distress or negatively affecting the person's quality of life or their family. It's really important to encourage a person who is hoarding to seek help, as their difficulties discarding objects can not only cause loneliness and mental health problems, but also pose a health and safety risk.

The Sandwell Hoarding Framework has been developed in partnership between West Midlands Fire Service, Sandwell MBC Neighbourhood Services, Sandwell Adults Safeguarding Board and a wide range of other agencies. It sets out a framework for collaborative multi-agency working within Sandwell and offers guidance and practical tips to agencies working with people who hoard.
