Housing Health and Safety Rating System (HHSRS)

We inspect all properties under a risk-based system known as the Housing Health and Safety Rating System (HHSRS).

This system ensures that there are no category 1 or 2 hazards in the property.

You can download a document detailing the possible hazards that properties must be free from.

If you have or are applying for a HMO Licence, within the 1-5 years of your Licence, an inspector will go to your property and undertake a HHSRS assessment. Here they will make note whether or not your property has any risks that can affect the safety of your tenants. If they do find any risks with the property, they will create a 'schedule of works' for the Landlord and will give them a reasonable time-frame to do all the works.

Enforcement Policy

Where disrepair remains at a property despite reasonable efforts by the tenant and/or council to engage with the landlord to rectify, the council may take enforcement action. The following policy documents guide us when we take formal action:
