Call for Sites - July to October 2026

We are about to start work on a new local plan and are inviting submissions of sites for a wide range of uses including housing, employment and other development.

This call for sites consultation invites you to put forward land for consideration to ensure that we can explore a wide range of options when seeking land for:

new housing,
employment,
retail,
Gypsy and Traveller sites,
built infrastructure, and
green infrastructure.

The sites submitted will be assessed to consider their suitability, availability and achievability for potential development and will be used as part of our work preparing a new local plan. If you wish to submit a site for consideration, please click on the link below.

Call for Sites Form

If your site has previously been submitted to the council as part of the strategic housing land availability assessment (SHLAA) or a previous Call for Sites exercise, you are required to resubmit your site for consideration and to ensure all the information is up to date.

This consultation will run from Monday 27th July 2026 (9am) to Friday 30th October 2026 (5pm).

The following guidance will help you with completing the ‘call for sites’ submission forms. The best way to submit your site to us for consideration is through the online portal.

Site submissions must be received no later than 5pm on Friday 30th October 2026.
Separate submissions must be made for each site (or for the variation of a site’s size / boundary).
There should be a reasonable expectation that the site(s) will become available for development or redevelopment within the plan period (up to 2044).
Sites must lie mainly within the Sandwell boundary.
A site plan must accompany your site submission form. Plotting your site on the online site submission form is the best way to do this.
We are inviting submissions across a wide range of land uses in order to understand land availability across the borough. At this stage, no decisions have been taken on what land uses might need to be allocated.
The call for sites is also seeking to identify land for potential infrastructure and green infrastructure, including areas for off-site biodiversity net gain, renewable energy generation, education or health uses or local green space. Sites submitted for infrastructure uses will be assessed separately from the housing and employment site assessments. Please therefore submit land proposed for infrastructure or green infrastructure on a separate form identifying what type of infrastructure you think they can accommodate.
All questions followed with ‘(you must provide an answer to this question)’ are mandatory. The online form will not allow you to proceed without providing answers to those questions.
The online submission form is the best way to submit your site to ensure no delay in your submission. Your form is saved as you progress allowing you to leave the site and return to it at a later date before submitting.
Any supporting documents you wish to include with your submission can be attached at the end of the online form
Sites that have been submitted for previous local plans must be re-submitted with full details and new site plans (regardless of whether the site was previously allocated).
If the site is an existing Sandwell Local Plan allocation, please notify us of any changes of intention, size / boundary or circumstance on the form.
If you wish to make any changes to your submission once it has been submitted, please contact the Planning Policy Team using the details below.
We may contact the agent, representative or landowner if we require further information, including if your form is incomplete.
An acknowledgement of your online site submission form will be sent directly from the online consultation portal. We will aim to acknowledge receipt of your postal submission as soon as possible.

What should I do if I have previously submitted my site?

If your site has previously been submitted to the council as part of the SHELAA assessment, you must resubmit your site through this Call for Sites to ensure all the information is up to date. Sites that are not resubmitted will not be carried forward or assessed. Resubmission is essential to enable an accurate assessment of its suitability, availability and achievability.

Why is Sandwell Council carrying out a ‘Call for Sites’?

Sandwell MBC are undertaking a comprehensive audit of available land including land with development potential within the district. This will help to inform the new local plan for Sandwell.

How does the Council decide if a site should be included in the local plan?

Determining which sites ultimately become allocated in a local plan will be informed by a range of assessments including Strategic Environmental Assessment (SEA), the evidence base (in relation to a range of matters such as transport, infrastructure and landscape), consultation and the creation of a wider strategic vision and spatial strategy for the plan. An assessment of the sites will form part of that evidence. The site assessment itself will involve considerations of sites against a range of key constraints such as flood risk, environmental assets and infrastructure availability.

When will a decision on the sites be made?

The local plan process will involve public consultation, evidence gathering, and policy development. The current timetable for this work is set out in the Sandwell Local Plan 2 - Timetable.

Can anyone submit a site?

Yes. Anyone can submit a site. The form asks what your interest is in the site so you do not have to own a site to be able to submit it. If you do not own or control the site we would encourage you to speak with the landowner prior to submitting the site.

What documentation will you need for a site submission?

You will need to complete a form and include a plan showing the site boundary and its access. You will have the opportunity to submit supporting documentation with the form, such as existing surveys or plans.

Can I see what sites have been submitted near me?

The sites submitted during the call for sites will be made public in due course.

What type of sites can be submitted?

Almost any type of land use can be submitted. If the site is submitted for residential, employment, infrastructure, green infrastructure uses or a mix of any of these uses, please specify the proposed use(s) on within the form.

A step-by-step guide to plotting your site in the call for sites form

When entering the map, you will see the Sandwell boundary and will be able to zoom in or out and click and drag around the map.
To search for your site, click the three dots and select the ‘address tool’, enter the relevant information and press search.
To plot your site, press the three dots and select ‘drawing tools’.
Select ‘draw a site’ and use the polygon tool.
Outline the site boundary and double click when plotting the last point (you can move around the map as you go).
If you place a point in an incorrect location while plotting, you can click the 'undo point' at the top of the screen.
To mark an access point, select the point tool and mark on the map where this would be.
When complete, move to the next question and it will save automatically.

Can I comment on sites submitted?

Not at this stage. There will be an opportunity to comment on sites during the local plan preparation, but at this stage we are only inviting site submissions.

When will the sites be assessed?

We anticipate that all sites submitted that include for housing or employment uses, will be assessed to determine whether they are suitable, available and achievable for development in accordance with the Government’s guidance on identifying, assessing and selecting sites. We anticipate that the outcome of these site assessments will be published in 2027.

Sites submitted for infrastructure, green / blue infrastructure or other uses that do not neatly fall into housing or employment uses, will be reviewed at a later stage of the local plan process as part of work on other evidence gathering.
