The Council Plan sets out our vision for the organisation and our Borough looking forward to 2027. 

The plan contains clear goals that we will work towards over the next few years and centres around four strategic themes:

  • Growing up in Sandwell
  • Living in Sandwell
  • Healthy in Sandwell
  • Thriving Economy in Sandwell

All underpinned by One Council One Team.

This Plan details how we will deliver on these strategic themes and how we will measure our success against our Corporate Performance Indicators.

Tracking progress of our Council Plan

The delivery of the Council Plan is monitored through our Corporate Performance Report. This report sets out the council’s performance against the Corporate Performance Indicators and our progress in delivering the Directorate Business Plans that are aligned to the Council Plan.

The Corporate Performance Report is prepared quarterly for a Performance Board meeting with the Senior Leadership Team. The report is then presented to Cabinet and the Budget and Corporate Scrutiny Management Board Committee.

Each directorate in the council is responsible for monitoring its own plans and key performance measures. When all this information is combined into the Corporate Performance Report, it gives a complete overview of how well the council is meeting the outcomes set out in the Council Plan.

Corporate Performance Report

Our Quarter 2 2025/2026 performance report shows where we're achieving our targets, and where there are areas for improvement.

Between July and September 2025, we measured our performance against 87 indicators. Of these, 

  • We met or exceeded our expected performance for 41 performance indicators (47%)
  • 11 performance indicators (13%) were nearly on target but were within an acceptable range
  • We missed our targets for 35 performance indicators (40%) and are focusing on these areas to improve
