As announced at Autumn Budget 2024, in April 2026, the government intends to introduce two lower business rates multipliers for RHL properties (‘hereditaments’) with rateable values below £500,000.

  • Small business RHL multiplier – For RHL hereditaments with RVs under £51,000
  • Standard RHL multiplier – For RHL hereditaments with RVs between £51,000 and £499,999

To prepare for the changes Sandwell is identifying hereditaments that will / may be eligible for the RHL multipliers.

We will be writing to businesses that may be eligible and inviting them to complete a ‘Business Use Confirmation’ form online using the Apply4online website. This will enable us to decide if the businesses are eligible.

You will be required to create an account if you have not already used this application process previously for things such as applying for Covid Business grants or Small Business Rates Relief.

Please make a note of your account details and password so you can regain access again in the future if required.

Things to note before you start your application

  • You will need your property reference number to hand starting NNR (you will be able to find this on your latest Business Rates bill and on the letter, you have received about completing an application).
  • Your Business Rates account number (you will be able to find this on your latest Business Rates bill and on the letter, you have received about completing an application).
  • Internal and external photographs of the property. These will need to be uploaded as part of your application
  • Proof of occupation such as a utility bill, buildings and contents insurance etc. This will need to be uploaded as part of your application.
