Thorn Close

Section Details
Area covered Thorn Close, Wednesbury, WS10 9LS
Tenure 100% council housing
What is the issue? There have been issues with anti-social behaviour (ASB) and tenancy management.

This plan will help us create new tenancies that support a stable community.

There were 20 reported ASB incidents between 1 April 2021 and 31 March 2022.

These included criminal activity, noise nuisance and vandalism.
How is this evidenced? There are 28 properties in the block.

This level of ASB is high for the number of properties.

Between April 2021 and September 2022, West Midlands Police recorded 114 crime-related ASB incidents.

Concerns have also been raised by Police, Housing teams, ASB teams and councillors at local meetings.
Why changes are needed The current allocations policy does not fully address these issues.

This plan allows us to set additional criteria before properties are advertised.

Applicants must meet these conditions to be considered for housing at Thorn Close.
Intended outcome A reduction in ASB and improved tenancy stability.

Residents will feel safer and more settled in their homes and community.
Impact on wider area This will help us manage lettings carefully and reduce risk.

We expect:
  • Fewer complaints from neighbours
  • Reduced demand on services such as the police
  • A stronger and more stable community
Start date 1 February 2023
Duration The plan will run for 3 years from the start date.

It may be extended by up to 2 additional years if needed.
Targets
  • Reduce ASB reports
  • Reduce tenancy turnover
How this differs from standard policy Applicants must attend a pre-tenancy interview.

We will not accept applications that may lead to overcrowding.

Applications will not be accepted where a household member has been involved in ASB within the last 3 years.

Preference will be given to households with children aged 4 or over for upper floor maisonettes, due to stair access.
Community consultation We have consulted:
  • Current tenants at the scheme
  • The 3 local ward councillors
Monitoring The plan will be reviewed after 12 months.

We will monitor ASB reports and tenancy stability at Thorn Close.
