This project will regenerate Tipton town centre. It will involve the freehold purchase of under-utilised and poor quality residential and commercial premises which will be redeveloped alongside two council-owned sites to deliver new high-quality residential and commercial properties.

This project is part of the Levelling Up Fund and will deliver significant improvements to Tipton, including the creation of high-quality new homes, the enhancement of existing retail premises on Owen Street, and a major upgrade to the town centre’s public realm. The scheme will provide affordable housing for local residents in a highly accessible location close to Tipton railway station and the Midland Metro extension.
Each redevelopment site will be carefully designed to reflect its specific characteristics, opportunities, and technical constraints. Ground condition surveys will be carried out, after which the council’s architects will develop detailed proposals in collaboration with the local community.
The initial proposals seek to deliver the following outputs and outcomes:
- A more welcoming and safer-feeling town centre
- 70 new affordable homes across 3 sites on Union St
- A reduction in the number of retail units in the town to better reflect the demand for retail space
- Increased land values in the town which will support further opportunities to deliver regeneration
- A reduction in crime and anti-social behaviour
- New tree planting and public realm improvements adjacent to sites
As part of regeneration plans for Tipton town centre, Sandwell Council are proposing a wide range of improvements to public areas. These include creating greener spaces and new public spaces and walkways, as well as safety improvements.
Work is underway
In February 2024, approval was given for the demolition of Parcel 1 and 2. Since then, works have continued:
- Planning Applications were submitted in June 2024
- Demolition started on site in July 2024
- Demolition completed in October 2024
- Planning Approval was received in October 2024
- Procurement Exercise was undertaken and a contactor was appointed in April 2025
With demolition complete, construction works is aimed to start on site August 2025.
Progress is also being made on Parcel 3 following approval for partial demolition in December 2024. Since then:
- Planning Submission for main works was submitted in December 2024
- Demolition started on site in February 2025 and completed in March 2025
- Public Consultation on Parcel 3 and Public Realm opened on 24 February and concluded on the 21 March 2025.
- Planning Approval for main works was received in May 2025 (DC/24/70135)
Construction works aim to start on Parcel 3 in Winter 2025.
