Appointment of Independent Persons to the Ethical Standards and Member Development Committee

Following a decision in September, Sandwell Council is looking to appoint a third Independent Person to sit on the council’s Ethical Standards and Member Development Committee.

The appointed person will assist the council in promoting and maintaining the high standards of conduct amongst its elected and co-opted members.

The council is required under the Localism Act 2011 to appoint at least one Independent Person to assist it in dealing with complaints made against elected and co-opted members. The council already has two Independent Persons appointed and is looking to appoint a third.

One of the primary functions of the role is provide views on a complaint against a member before the council takes a decision on allegations made and whether it ought to be investigated.  They may also be consulted on other standards matters. 

The Independent Person will be required to be contactable during normal working hours and be able to attend meetings of the Ethical Standards and Member Development Committee which meets approximately four times per year as well as other relevant meetings when required.

The appointment of an Independent Person will be approved by full council.

Independent Persons are required to comply with the Council’s Code of Conduct for Members and sign a declaration disclosing all relevant interests on the Register of Members’ Interests, which is a public document.

This is a voluntary position and no annual allowance is paid, however travel and subsistence expenses will be paid and relevant training will be provided.
