Adult Social Care precept

In 2015, the Government created the Adult Social Care (ASC) precept, which allowed Councils that provide Social Care to adults to charge an additional amount for Council Tax with effect from 1 April 2016. 

The precept is part of Council Tax and so is not linked to whether or not taxpayers receive social care services. If they already pay for care services they receive, the precept does not replace these charges. 

The basic charge is the council tax before any other additions, such as police or fire precepts (Police and Fire precepts are added into the Council Tax bill as SMBC collects money on behalf of these organisations). The total charge on Council Tax bills is comprised of a figure for SMBC, an amount for Police and Fire and now an amount for ASC. The figure will be different depending upon which valuation band the property is in. 

It is a government requirement that this charge is shown as a separate line on the bill, and that the cumulative figure is shown. 

In essence:

  • For 2016/17, The ASC precept was 2% of the previous year’s Council Tax charge
  • For 2017/18, the ASC precept was calculated by adding together the basic Council Tax charge for 2016/17 and the ASC precept for 2016/17, then taking 3% of that amount. That figure was then added to the 2016/17 precept to show a total ASC precept amount charged. 
  • For 2018/19, the ASC precept is calculated by adding together the basic Council Tax charge for 2017/18 and the ASC precepts for 2016/17 & 2017/18, then taking 2% of that amount. That figure was then added to the 2016/17 & 2017/18 precepts to show a total ASC precept charged for the new financial year.
  • For 2019/20, the ASC precept is calculated by adding together the basic Council Tax charge for 2018/19 and the ASC precepts for 2016/17, 2017/18 and 2018/19, then taking 1% of that amount. That figure was then added to the 2016/17, 2017/18 and 2018/19 precepts to show a total ASC precept charged for the new financial year.
  • For 2020/21, the ASC precept is calculated by adding together the basic Council Tax charge for 2019/20 and the ASC precepts for 2016/17, 2017/18, 2018/19 and 2019/20, then taking 2% of that amount. That figure was then added to the 2016/17, 2017/18, 2018/19 and 2019/2020 precepts to show a total ASC precept charged for the new financial year.
  • For 2021/22, the ASC precept is calculated by adding together the basic Council Tax charge for 2020/21 and the ASC precepts for 2016/17, 2017/18, 2018/19, 2019/20 and 2020/21, then taking 1% of that amount. That figure was then added to the 2016/17, 2017/18, 2018/19, 2019/2020 and 2020/21 precepts to show a total ASC precept charged for the new financial year.
