Coronavirus – Support for businesses
Please note: Coronavirus Business Grants applications are administered on our behalf by GrantApproval.co.uk. You will be taken away from Sandwell Council's website to the Grant Approval website to make your application.

Additional Restrictions Grants 3 (ARG3) Scheme
- Additional Restrictions Grant (ARG) is a discretionary scheme which provides financial support to those businesses severely affected by coronavirus restrictions. The latest round is focused around the rise of the Omicron variant and will be administered by Sandwell Council alongside the main Omicron grants.
- This funding is available to businesses which have not been contacted by the main Omicron scheme being administered for ratepayers in set government agreed categories.
- There will be two categories of one off grant payments provided to eligible businesses: one of £2,000 and one of £5,000.
- This funding is limited by the amount of budget we have allocated, so we would recommend that applicants submit a completed application as soon as possible.

Covid-19 Additional Relief Fund
The Government, through the Department for Levelling Up, Housing and Communities introduced new regulations to support businesses entitled to Covid-19 Additional Relief Fund (otherwise known as CARF).
This fund will be available to support those businesses affected by the pandemic that are generally ineligible for existing support linked to business rates.
As this is a discretionary relief each local authority will have to decide which businesses it wishes to support and a policy created to detail their respective schemes.
Sandwell has created its scheme and already applied CARF relief of 18% to the businesses identified in the sectors we are looking to support.
If after reading the eligibility criteria you feel your business has been affected and may be entitled, then you will need to email us at firstname.lastname@example.org.
Requests for this relief need to be made by 30 September 2022. Any requests after this date will not be accepted.
This relief is payable in the 2021-22 financial year only.
Businesses must have been adversely affected by the pandemic and have been unable to adequately adapt to that impact.
Businesses that have received Expanded Retail Relief or Nursery Discount or those which are unoccupied in 2021-22 are ineligible for CARF.
Reliefs will be awarded after mandatory and other discretionary reliefs have been applied.
Sandwell Council have decided to support businesses in the following sectors:
- Information and Communication
- Wholesale and Retail
- Offices not included in other business sector categories
- Retail and hospitality properties not receiving relief elsewhere
- Mining and quarrying
The amount of relief awarded to each eligible business will be equal to 18% of their net Business Rates liability irrespective of their rateable value.

Expanded Retail, Hospitality and Leisure Relief/Nursery Discount
Sandwell Business Rates team identified those businesses eligible for the 2021/22 100% expanded retail relief & nursery discount and automatically awarded this on eligible accounts. Please note that the 100% relief only applies for the period 1 April 2021 to 30 June 2021.
From 1 July 2021, the relief dropped to 66%. However, the Government introduced 'Cash Caps' alongside the reduced relief which limits the reductions that can be awarded to businesses with more than one property in England. In order to for us to check your eligibility to the 66% relief based on these Cash Caps, you will need to make an application for the 66% relief to be applied to your account from 1 July 2021. Part of the application will be a declaration that you do not exceed the cash caps.
The Government has announced a new relief scheme for 2022/23 providing eligible, occupied, retail, hospitality and leisure properties with a 50% relief, up to a cash limit of £110,000 per business.
Any business receiving Expanded Retail Relief prior to the 1 April 2022 will have automatically been awarded the 50% relief.
If your business has not yet received the 50% relief, in order for us to check your eligibility you will need to make an application for the 50% relief to be applied to your account from 1 April 2022. Part of the application will be a declaration that you do not exceed the cash caps.

New Additional Restrictions Grants (ARG) Scheme
Sandwell Council is making a new grant scheme available for business which operate in Sandwell. These are called the Additional Restrictions Grant (ARG) Top Up Scheme. The grant scheme is open from Friday the 8th October 2021 onwards, and will run for the foreseeable future. Our ARG scheme policy can be found here.
ARG Top Up Category 1- Return from Furlough (This Grant category is currently closed due to high volume of demand)
A single £10,000 one off grant to support VAT registered businesses who have retained staff following their participation in the HMRC furlough scheme.
ARG Top Up Category 2- Businesses who have not previously claimed any Covid Support Grants (This Grant category is currently closed due to high volume of demand)
A single one-off grant of £5,000, £7,500 or £10,000 to provide grant funding opportunity for any businesses which has not previously received any Sandwell Council Co-vid 19 Support Grants.
