| Who is the service for? | Persons who are unable to walk or have severe difficulty walking |
| Referral route | Automatic eligibility for persons claiming higher rate disability living allowance (mobility component), registered blind and claiming war pensioners supplement. For people who are not automatically eligible, their walking has to be severely affected. An independent assessment of their mobility is made. On contacting Sandwell Council ASSIST, a telephone assessment is carried out to determine eligibility. If you have hearing difficulties, a form can be posted to you to complete instead. The application can also be completed on-line via www.gov.uk and follow the link for Blue Badges. Upon completion an automatic notification is sent to ASSIST and application forms will then be sent out to the applicant. You can track you application on-line and find your unique reference to use on correspondence and when contacting ASSIST. |

| Summary of services | The Blue Badge Scheme provides parking concessions for people with severe walking difficulties who travel either as drivers or passengers. The Scheme also applies to registered blind people, and people with very severe upper limb disabilities who regularly drive a vehicle but cannot turn the steering wheel by hand. The Scheme is meant to help only those people with very severe, permanent disabilities. People with temporary or intermittent difficulties such as a broken leg, will not qualify for the scheme. |
