In March 2015, Sandwell Council commissioned an independent investigation by Gowling WLG (formerly Wragge & Co) about land sales and other matters.
Following the completion of the report, legal opinion on its findings was sought from Mr James Goudie QC.
In the interest of transparency and accountability, and to demonstrate how seriously Sandwell Council takes these matters, both reports have been published after a ruling in the High Court.
